Libraries are places for learning, connection and community. As part of our ongoing commitment to the safety and wellbeing of library visitors, staff and volunteers, CCTV will be installed in public areas of our library buildings over the coming weeks. This will help support a safe and welcoming environment for everyone

What is CCTV?

CCTV (closed-circuit television) is a system of cameras that record activity in certain areas of a building. It is commonly used in public places to help improve safety.

 

Why is CCTV being introduced in Whitehorse Libraries?

CCTV is being introduced to help keep libraries safe and welcoming for everyone. It will support the safety of library users, staff and volunteers, and help respond to incidents such as anti‑social behaviour, theft or damage if they occur.

 

Where will the cameras be located?

Cameras will be installed only in public or shared areas, in our Box Hill, Blackburn, Nunawading and Vermont South libraries, such as:

  • Entry and exit points
  • General library spaces
  • Service or circulation areas

Cameras will not be installed in private areas.

 

Where will CCTV not be used?

CCTV will not be installed in private areas, such as:

  • Toilets
  • Parenting or change rooms

 

Will CCTV be watching me while I use the library?

No. CCTV is not used to monitor individuals or track what people are reading or doing. It is there to provide a general level of safety and reassurance in our shared spaces.

Live footage may be displayed on a monitor on the public floor within a staff area.

 

Who can see the CCTV footage?

Only authorised personnel can access CCTV footage, and only for legitimate purposes such as investigating an incident or responding to a safety concern.

CCTV footage will only be released by an authorised officer where there is a lawful and legitimate reason.

 

How is my privacy protected?

Your privacy is important. CCTV at Whitehorse Libraries will:

  • Comply with privacy legislation and WML policies
  • Be clearly signposted so people know cameras are in use
  • Store footage securely
  • Keep footage only for the required period

 

How long is footage kept?

Footage is kept only for a limited period, in line with WML policy, unless it is needed as part of an investigation.

 

Will signs tell me that CCTV is in use?

Yes. Clear signage will be displayed at library entrances and in areas where CCTV operates, so visitors know cameras are in place.

 

When will CCTV be installed?

CCTV will be installed in stages across our library locations between May and June 2026. Works will be planned to minimise disruption to library services wherever possible.

Why is WML doing this now?
