Library Board

The Whitehorse Manningham Regional Library Corporation is a Local Government Authority with the operations and responsibilities of the Corporation being defined under the Local Government Act (1989). The Corporation is governed by the Library Board, which is responsible for overall governance and policy direction.

Ordinary meetings of the Board are held quarterly. Special meetings of the Board are held as required. Members of the Board are required to conduct themselves in accordance with the rules outlined in the Corporation’s Code of Conduct for Board Members.

 The Board comprises of:

  • two Councillors appointed from each Member Council
  • council officers from each Member Council
  • one Community Representative appointed by each Member Council

Public Notice of Proposed Budget

 In accordance with section 129 (1) of the Local Government Act 1989, Whitehorse Manningham Regional Library Corporation gives notice that it has prepared a Budget for the financial year 1 July 2024 to 30 June 2025 and will consider adopting the budget at the Library Board meeting to be held at 4pm on Wednesday 22 May 2023 at Box Hill Library, 1040 Whitehorse Rd, Box Hill.

A copy of the proposed Budget is available for inspection during opening hours at each of the Whitehorse Manningham library branches or at:

Any person may make a written submission on the budget. All submissions received by the Library on or before COB 3 May 2024 will be considered in accordance with section 223(1) of the Act, by the Board.  

If a person wishes to be heard in support of their submission they must include in the written submission a request to be heard and this will entitle them to appear in person, or by a person acting on their behalf, before a meeting of the Board to be held on 22 May 2024.
