The Whitehorse Manningham Regional Library Corporation is a Local Government Authority with the operations and responsibilities of the Corporation being defined under the Local Government Act (1989). The Corporation is governed by the Library Board, which is responsible for overall governance and policy direction.
Ordinary meetings of the Board are held quarterly. Special meetings of the Board are held as required. Members of the Board are required to conduct themselves in accordance with the rules outlined in the Corporation’s Code of Conduct for Board Members.
The Board comprises of:
- two Councillors appointed from each Member Council
- council officers from each Member Council
- one Community Representative appointed by each Member Council

Public Notice of proposed Library Plan
Whitehorse Manningham Regional Library Corporation has prepared a Library Plan for 1 July 2025 to 30 June 2029 in accordance with Sections 125 and 197D of the Local Government Act 1989 (The Act). The Plan will be considered for adoption at the Library Board meeting commencing 4pm on 15 October 2025 at Box Hill Library, 1040 Whitehorse Rd, Box Hill.
The Library Plan is available for inspection on the library website and during opening hours at each of the library branches, for locations visit www.wml.vic.gov.au. Alternatively, interested parties may contact Administration on 9896 4333 weekdays 8.30am to 5.00pm.
Any person may make a written submission on the Library Plan. Submissions received by the Corporation by 5pm 30 September 2025 will be considered by the Board in accordance with Section 223 of the Act. Persons wishing to be heard in support of their submission must include a request to be heard in their written submission, this will entitle them, or a person acting on their behalf, to appear in person before the Board on 15 October 2025.
