Library Board

The Whitehorse Manningham Regional Library Corporation is a Local Government Authority with the operations and responsibilities of the Corporation being defined under the Local Government Act (1989). The Corporation is governed by the Library Board, which is responsible for overall governance and policy direction.

Ordinary meetings of the Board are held quarterly. Special meetings of the Board are held as required. Members of the Board are required to conduct themselves in accordance with the rules outlined in the Corporation’s Code of Conduct for Board Members.

 The Board comprises of:

  • two Councillors appointed from each Member Council
  • council officers from each Member Council
  • one Community Representative appointed by each Member Council

WHITEHORSE MANNINGHAM REGIONAL LIBRARY CORPORATION
NOTICE OF INTENTION TO MAKE LOCAL LAWS

Notice is given pursuant to sections 119 and 223 of the Local Government Act 1989 (‘the Act’) that Whitehorse Manningham Regional Library Corporation (‘the Library’) proposes pursuant to Part 5 of the Act to make the following Local Laws (‘proposed Local Laws’).

Meeting Procedures and Use of the Common Seal Local Law No 3 2020
The purpose and general purport of the proposed Meeting Procedures and Use of the Common Seal Local Law No 3 2020 is to:
1. provide for the administration of the Library’s powers and functions;
2. regulate and control the use of the Common Seal of the Library.;
3. regulate and control the election of the Chairperson and Deputy Chairperson; and
4. regulate and control the conduct of meetings of the Library;
5. create offences arising out of disorderly conduct at a meeting or the unauthorised use of the Common Seal.

Library Services Local Law No 4 2020
The purpose and general purport of the proposed Library Services Local Law No 4 2020 is to:
1. regulate the administration of the public library services provided by the Library;
2. govern the membership of the public library services provided by the Library;
3. regulate the conduct of persons attending Library premises;
4. regulate the borrowing and return of items.

Any person may make a written submission on either or both of the proposed Local Laws to the Library. All submissions received by the Library on or before 15 February 2021 will be considered in accordance with section 223(1) of the Act, by the Board. If a person wishes to be heard in support of their submission they must include in the written submission a request to be heard and this will entitle them to appear in person, or by a person acting on their behalf, before a meeting of the Board at a date to be scheduled and notified.
