Library Board
The Whitehorse Manningham Regional Library Corporation is a Local Government Authority with the operations and responsibilities of the Corporation being defined under the Local Government Act (1989). The Corporation is governed by the Library Board, which is responsible for overall governance and policy direction.
Ordinary meetings of the Board are held quarterly. Special meetings of the Board are held as required. Members of the Board are required to conduct themselves in accordance with the rules outlined in the Corporation’s Code of Conduct for Board Members.
The Board comprises of:
- two Councillors appointed from each Member Council
- council officers from each Member Council
- one Community Representative appointed by each Member Council

Reappointment of Chief Executive Officer
Whitehorse Manningham Regional Library Corporation
In accordance with Section 94 (4) of the Local Government Act 1989, notice is given that the Board of the Whitehorse Manningham Regional Library Corporation intends at its Board meeting to be held on 13 December 2023 to reappoint Sally Both as the Chief Executive Officer of the Whitehorse Manningham Regional Library Corporation for a further three year term, without the position being advertised.
The details of the Chief Executive Officer’s total proposed remuneration under the new contract will be available at the library administration for public inspection within 14 days after the passing of the resolution.
