Library Board
The Whitehorse Manningham Regional Library Corporation is a Local Government Authority with the operations and responsibilities of the Corporation being defined under the Local Government Act (1989). The Corporation is governed by the Library Board, which is responsible for overall governance and policy direction.
Ordinary meetings of the Board are held quarterly. Special meetings of the Board are held as required. Members of the Board are required to conduct themselves in accordance with the rules outlined in the Corporation’s Code of Conduct for Board Members.
The Board comprises of:
- two Councillors appointed from each Member Council
- council officers from each Member Council
- one Community Representative appointed by each Member Council

Annual Report 2026
In accordance with Section 134 of the Local Government Act, Whitehorse Manningham Regional Library Corporation gives notice that the Library Board will discuss the 2025/26 Annual Report at the Board meeting to be held on 14 October 2026 commencing at 6pm.
Copies of the Annual Report are available at wml.vic.gov.au, or for inspection during opening hours at each of the Corporation’s branches, for locations visit www.wml.vic.gov.au, or by contacting the Administration Office on 9896 4333, weekdays between 8.30am to 5.00pm.
